There have been a lot of questions around the new Online Harms Bill. In fact, it has been one of our most asked about topics since the legislation was tabled by the federal government.

That’s why we sought the most knowledgeable experts about the bill and what it aims to do (and not do).

On April 17, CIJA hosted a special briefing from Dr. Michael Geist and Dr. Emily Laidlaw. They took us through how they see the bill, its intentions, and the pros and cons of how it will help fight online hate.

Dr. Michael Geist is a law professor at the University of Ottawa where he holds the Canada Research Chair in Internet and E-commerce Law and is a member of the Centre for Law, Technology and Society. He has obtained a Bachelor of Laws (LL.B.) degree from Osgoode Hall Law School in Toronto, Master of Laws (LL.M.) degrees from Cambridge University in the UK and Columbia Law School in New York, and a Doctorate in Law (J.S.D.) from Columbia Law School. Dr. Geist serves on many boards, including Internet Archive Canada and the Electronic Frontier Foundation Advisory Board.

Dr. Emily Laidlaw is a Canada Research Chair in cybersecurity law and Associate Professor in the Faculty of Law at the University of Calgary. She is a senior fellow at the Centre for International Governance Innovation and network director of the Canadian Network on Information and Security. Dr. Laidlaw researches in the areas of technology regulation and human rights with focuses on platform regulation, online harms, privacy, freedom of expression and corporate governance. She actively contributes to law reform and other advisory work, with recent projects on online harms, mis- and disinformation, defamation law, and intimate image abuse. She co-chaired the expert group that advised the Federal Government on development of the Online Harms Bill.
